Crown Counsel add additional charges in city park attack

On October 1, 2023, a Community Safety Officer for the City of Grand Forks reported being attacked by a male with a knife at Gyro park located in the downtown core of Grand Forks. Officers were quick to respond and arrest the male, 41-year-old Grand Forks resident, Andre Conn. Conn was initially charged with one count of Uttering Threats to Cause Death or Bodily Harm and one count of Mischief to Property. Conn has been held in custody since his arrest.

After further investigation by Grand Forks RCMP, Crown Counsel has added additional charges of Assault with a Weapon and two counts of Possession of a Weapon Dangerous to Public Peace. Crown has also elected to proceed by Indictment, meaning they could seek more serious punishments.

We were confident that after we disclosed all relevant materials and evidence that Crown would add additional charges, stated Detachment Commander Sergeant Darryl Peppler. We are very pleased that he has been held in custody pending his next court appearances.

Conn will appear in Grand Forks Court on November 16, 2023 for an unrelated assault that took place at a local restaurant this past summer. Conn will then be brought back December 13, 2023 for his trial on this matter.
